Kill the two RPVs, convert it from a seaplane to a Wing in Ground Effect and make it smaller. It might go from full bottle to two drinks if scale model works.

This was in the August 1982 Proceedings.

It's an unusual idea, but it's not physically impossible. Would it work tactically/operationally? I don't know.

But I suspect countering a significant number of these acting as a fleet would be a very challenging task.

Reading what you posted, this looks like a universe where the US can no longer maintain a carrier fleet and goes the route of Chipan of TBO fame with naval planes.
