Strictly it was a series of restrictive rules and yet undermining by giving more rights to Helots if memory serves.
Spartan decline wasn't a swift process but they kept doubling down on the things guaranteed to make it worse.

Like Rome they mouthed the religion, in public but increasingly failed to stick to it in private. Hollowed out.
