I actually saw something that claimed that for the Jack Daniels stuff atleast they had some sort of a deal where they could return it to the maker for a refund if unsold. Ontario can get away with that in some cases, because it’s the biggest single liquor market around. Manitoba isn’t, although if you’ve been to the ‘Peg this might surprise you.
