Air Force relieves 2 commanders, 4 leaders at North Dakota nuclear bomber, missile base

The Air Force has relieved six leaders assigned to a North Dakota base in charge of nuclear missiles and bombers over a loss of confidence, the military branch said Monday.

Maj. Gen. Andrew J. Gebara, commander of 8th Air Force, relieved Col. Gregory Mayer of the 5th Mission Support Group and Maj. Jonathan Welch of the 5th Logistics Readiness Squadron, both based at Minot Air Force Base. The Air Force didn't identify the commanders, but an Air Force spokesperson confirmed their identities to Task & Purpose.

"These personnel actions were necessary to maintain the very high standards we demand of those units entrusted with supporting our Nation's nuclear mission," said Gebara.

Mayer, Welch and four subordinate leaders were relieved of command "due to a loss of confidence in their ability to complete their assigned duties," the Air Force said. The Air Force did not specify why commanders had lost confidence in all six individuals.

What does a Mission Support Group and a Logistics Readiness Squadron do, respectively?

MSS is personnel and finance, Log Readiness is mainly supply and mobility

Belushi,

I'll be damned if I know. When I was in, it was very much considered a punitive tour - the weather is hideous, and I knew folks who did Iceland and Alaska, then Minot, and they swore they'd get out before they went back - but the locals are good people, there is a surprising amount to do within a short drive of the base, and the base facilities are extremely good. On reflection, I'm wondering if part of it isn't the fact that the B-52 specific AFSCs can only go to Barksdale or Minot, and even the missile specific fields have a limited number of bases to go to...which means in a 20 year career, you're looking at multiple tours there. that can't be a pleasant prospect, but on the other hand, tough. You go where you're sent and make the best of it.

One idea that was mooted in the late 70s, and maybe needs to be looked at again, is giving people who volunteer there credit for a overseas short (unaccompanied) or overseas long (accompanied).

Thanks! At the surface it seems that there wouldn’t be anything nuclear involved this time around at least.

Not a damn thing. My Dad is retired Air Force, then worked Civil Service until a few years back. He's talked about cultural changes in the Air Force over the years. There is a lot of stuff that was perfectly acceptable behavior in the 1970s and 1980s, that is just not acceptable today. And there is a lot of stuff that used to get a blind eye turned to it as long as you were good at your job or people liked you, that no longer gets a blind eye.

To the bold part. My Dad tells a story about when he was a newly minted Second Lieutenant and was sitting in an orientation briefing of some sort. One of the speakers was a crusty old Colonel who told the group that Uncle Sam would send them many places, and that he'd seen people miserable in Hawaii and blissfully happy in North Dakota - it's all what you make of it.

In the late 1990s, something was very right at Minot. My Dad went up there for a conference, and when he got back he was talking about how many people were requesting PCS to Minot. Seems for a time, morale and esprit de corps were very high there and it was a base people wanted to go.

Yea, but a fair number of bases were still in the middle of nowhere in the 1970s. I'd say in most cases, the towns near those bases have grown significantly. Most of them aren't the wastelands they once were.

Per the 5th Bomb Wing website:
5th Mission Support Group
The 5th MSG consist of the 5th Civil Engineer Squadron, 5th Communications Squadron, 5th Force Support Squadron, 5th Security Forces Squadron, 5th Contracting Squadron and 5th Logistics Readiness Squadron.

Whatever malaise is emanating from the military side of Minot has corrupted the civilian side too. “Why not Minot?” is their tourist attraction slogan.

Bismarck very much looks on Minot as weird.

back in 1985 from my AF colleagues. That’s been around a long time.

The six officers at Minot Air Force Base, N.D., who were fired Monday were relieved of command after their units failed a nuclear surety inspection, a defense official revealed Wednesday.

Col. Gregory Mayer, who ran the 5th Mission Support Group at Minot; Maj. Jonathan Welch, the 5th Logistics Readiness Squadron commander; and four unnamed subordinates lost their jobs due to a “loss of confidence” in their ability to lead, Air Force Global Strike Command said in a short release Monday.


The group was in charge of caring for the infrastructure, fuel and logistics support at Minot, the only Air Force installation that houses two legs of the nuclear triad — ballistic missile silos and strategic bombers.

The defense official, who was not authorized to discuss details of the firings publicly and spoke on condition of anonymity, said the dismissals were based on noncompliance with safety regulations for vehicles and equipment. CNN also reported Wednesday that there is no indication that the failed nuclear surety inspection was related to the handling of a nuclear weapon itself.

While the decision to relieve the officers of command was based on the results of one safety inspection, the units had not been compliant for some time. the defense official told AP.


That official said the dismissals reflect the tougher line the Air Force has taken on discipline within its nuclear ranks, which have weathered a series of safety concerns and controversies.

In 2007, a B-52 Stratofortress took off from Minot mistakenly loaded with six nuclear-armed AGM-129 cruise missiles and flew across the country to Barksdale Air Force Base in Louisiana. In 2014, a nuclear safety inspections cheating scandal at Malmstrom Air Force Base in Montana embroiled scores of missileers and officers, and in 2016, investigators busted an LSD drug ring at F.E. Warren Air Force Base in Wyoming.

Minot, Malmstrom and F.E. Warren are home to a total of 450 silo-based Minuteman III intercontinental ballistic missiles.

In a statement about the firings, Maj. Gen. Andrew J. Gebara, commander of 8th Air Force, said the responsibilities for the nation’s warheads were a “no fail” mission.


“We have very deliberate and disciplined inspection protocols and we expect 100% compliance. It’s that important to us and anything below that threshold is unacceptable,” said Air Force Col. Brus Vidal, a spokesman for Global Strike Command, which is responsible for silo-based and bomber-launched nuclear weapons.

“The purpose of the Air Force Nuclear Weapons Surety Program is to incorporate maximum nuclear weapons surety, consistent with operational requirements, from weapon system development to target or dismantlement,” according to Air Force doctrine. “This program applies to materiel, personnel and procedures that contribute to the safety, security and control of nuclear weapons, thus assuring no nuclear accidents, incidents, loss or unauthorized or accidental use.”

And this, again, leads me to ask "What the hell is in the water there?"

They KNEW going in, that they were going to have to meet 100%. They KNEW that they were going to be under SERIOUS scrutiny. And they STILL screwed it up.

Semi-related question....

Is it possible that some Master Sergeant has it in for the command staff for whatever reason, and has ensure that there's just enough wrong that they'd get relieved?

Nukes are an Omega command track ever since SAC was disestablished and became The Command That Shall Not Be Named. The best and brightest no longer go nukes because it’s a low-status command. Add on the fact that Minot is Gonzo Station, and it’s not surprising they’re not on the ball.
