I'm going to say AI or other falsification. The water would have to preternaturally clear to get such detail across such a wide depth of frame.

Yes, doing an image search with google indicates that this particular one was manipulated. Not AI, but the diver was added and the cliff magnified.
For something that's much more realistic, search for images of the Great Blue Hole in the Caribbean.
