More likely to be part of a Chinese Rocket. SpaceX tries to land their rocket debris into Point Nemo (or off Western Australia for Starship). Chinese launches tend to fling themselves skyward, then the second and third (if necessary) stages hang around in orbit until the drag gets too much for them, then land on "To Whom It May Concern". The stages sometimes blow up in orbit first.
