Who was at fault in this instance in San Diego? Looks like a possible collision by USS Momsen just got out of the way.

I've sailed in San Diego Bay, but in a small boat. Definitely crowded.
Its been a very long time since I was up on my ship navigation so I'll defer to others, but I think we really can't say who was "at fault". That Harpers Ferry was a bit into Momsen's lane seems clear but as the gent narrating the video clip points out, we don't really know what might have happened earlier.
Certainly an entertaining video to watch two USN ships sorta mix it up while on live TV. Bottom line is that they did manage to avoid needing new paint and body shop repairs.
