As much as I hate to say this, the ONLY way this kind of insanity will be fixed is if enough ROTC cadets walk away and explicitly state why.

Professor of Military Science.

Basically, the cadet gets ranked by the PMS. Insufficient # of recruits = moved down the Order of Merit List for commissioning.

If it's left of receiving a scholarship, I'd simply walk. If to the right of that, I'd contact my Congresscritter.

This whole situation reeks of the Army preparing to shit on an entire generation of officers before they're ever commissioned.
