When I was But A Wee Lad, Dad used to take us to the old American Shipbuilding yards to see the few remaining side launches - the 210' cutters and NOAAS Researcher - and these were done into a drydock, not a big ol' river. Not sure why the tug wasn't able to stay clear, but somebody's going to be writing the USN a check.

Yes. It was there to assist the ship and guide her as soon as she was launched. The tug captain simply misestimated where they should be. At least this one is not on the Navy, but on the dockyard.

Lookup ship launching gone wrong on Youtube and you'll see a lot of them. This one is small potatoes.
