The problem they have is that the parts they want are only available as commercial standard. If they want it hardened, they need a completely new design to be made around that for which they'll be the only customer. For simple electronics where both designs are produced in volume 10% is pretty reasonable. For this application 100x is more likely if you can persuade someone to make the parts for you at all.

The RAD hardened custom CPU's are 1/100 the speed of regular CPU's and they don't use regular programming language.
