Its was a miracle only 500 people died in the blast.

There is some dispute if this or the Texas City blast of 1947 was larger.

You have to wonder if the Russian setup the ALA. If we didn't shoot at the tanks, they would have.

That argument inevitably degrades down to physicists dueling with slide rules at ten paces.

Yeah, the fuller the tanks are, the less strong the initial explosion would be. Starting cold, it would be liquid, and would pour out. Fires would get started, and there'd be a deflagration of fairly massive proportions, but to really get a big blast out of a liquid propane tank, it needs to be heated a great deal before structural integrity is lost, otherwise there's no additional driver for the propane to volatize and make the really explosive fuel air mixture.
