Then we'd have to wait for next 'Solar Max' to 'fluff' upper atmosphere per Skylab's premature fate and bring stuff down...

I'd have thought if it happened then Musk's lot would figure out how to do a clean up. Flypaper springs to mind. The problem then becomes how do you regulate the inner space region so it doesn't happen again. The tragedy of the commons, sort of.
