Given that it's China, which ship captain gets an invitation to interview, sans tea or jaffa cake, and which one will skip the interview and go straight to re-education?

From what we could see in the video, even allowing for the hard turn both coasties were in, the DDG CO is the one who will be refreshing himself with imported Russian tea at his post cruise reporting interview.
