It wouldn’t surprise me if the Booties stole the Caprain’s underpants, or left a tutu on the steering wheel. They’re all a bit odd like that.

Isn't it just a courtesy flag?
Foreign Warships. The custom for foreign warships visiting the United Kingdom, if they wish to fly a courtesy flag, is to fly the flag that they would fly if they were in the service of the United Kingdom. Therefore, the correct courtesy flag for a warship should be the White Ensign. A Union Flag should never be used as a courtesy flag as it is a protected flag for use at sea by the Royal Navy only. Similarly, a Red Ensign is the correct courtesy flag for a Merchantman.

I’m could be wrong but I thought the US flag would be flown higher or from the other yardarm.

It looks like it is. You can see the red and white stripes above the White Ensign, though the stars in the canton are obscured.

Unless it’s actually a photo of a secret British carrier we captured, which should also thus fly the Stars and Stripes over the White Ensign ;)
